 In symbols/et both characters are mapped (in the latest xkeyboard-config)

 key <AB03>  { [        c,           C          ]    }; // c
 key <AC11>  { [        apostrophe,  quotedbl   ]    }; // '"

 In the Compose file, C is already used as a "dead key" (I put it in quotes
 because real dead keys are used as prefix but in Ethiopean they are
 postfixes). So just taking latest symbols/et and the Compose files I sent
 to you, Bernardo, should close this bug. If not - please let me know.
