 Should be in build 647.  Open Browse, click 'about your XO', then scroll
 all the way to the bottom and click on 'apply for a developer key'.  There
 is placeholder text describing the process (generated server-side, so
 editable after Ship.2 ships) and a 1-day waiting period (for now).

 The instructions for installing the key involve using wget from a virtual
 console.  Better ideas on how to get downloaded files out of the journal
 are welcome.

 Feedback, but especially better HTML and CSS for the 'request', 'waiting',
 and 'download' pages are welcome!
