Comment(by sj):

 The immediate fix : one extra step of massaging when bundles become part
 of the core.  In effect, this means one extra step for exisitng bundles
 (already done) since no other bundles should enter the core until:

 the short-term fix : finishing the local-browser implementation of the
 same template system we use now, which will be non-invasive.

 longer-term fix : add metadata to bundles specifying how they would like
 to be viewed, allowing us to use existing well-reviewed bundle types
 without requiring us to add or touch any files inside them.
