Comment:

 I tried it on 647 and could download fine Stopwatch, BlockParty? and
 SliderPuzzle? and run the activities fine. I tested the url
 (dev.laptop.org/~holt/bundles) you provided as well and did download and
 install an activity from here as well just fine.

 Since you could not reproduce I close this for now. Please reopen if you
 see this again.
