 646.  Simcity-3.xo, jigsawpuzzle-1_20071030.xo, sliderpuzzle-3_20071030.xo

 Simcity-3 (and simcity-4) have a few buggy interactions with sugar in 646.
 There is sporadic sound and occasionally trouble quitting - which can
 apparently only be resolved by restarting sugar.  There are also cases in
 which activities launched after SC has gotten into such a state (one
 requiring a sugar restart to remove it from memory) are unable to start
 properly.

 In particular, jigsawpuzzle-1 and sliderpuzzle_3 from WorldWideWorkshop
 were unable to start after SimCity got into such a state, and the user had
 tried to quit unsuccessfully.  The failure mode was that they would blink
 in the donut, the activity would launch for a second, its interface would
 only be viewable in part of the screen (it seemed to Danny as though it
 was part of the screen that simcity uses for its upper-left hand nav), and
 then it would quit.

 This was reproduced once.  It only caused trouble for these two
 activities, not for others tested.
