#5208: Sugar puts an extra circle in the donut for SimCity

 When I run !SimCity from the icon at the bottom of the frame, it starts
 up, but when I go back to the donut, there are two icons in it for
 !SimCity.

 The first is the traditional cityscape icon.  Clicking on that takes me to
 a grey, blank page.

 The second is a circle (looks like the mesh circle, with a grey interior);
 clicking on that takes me to the real !SimCity application.

 This is the same Simcity-4.xo binary bundle that works fine (I tested it
 myself) on 623.
