Comment:

 I just attached a patch fixing the main issue. There was a difference in
 when the presence service expected a tube channel to become available (as
 soon as it's requested) and when salut actually made a tube channel
 available (when the underlying muc was connected)..

 After some discussion with smcv we decided that making a tube available as
 soon as it's created and prevent applications from offering tubes while a
 tube channel isn't connected is the right thing to do. Which incidentally
 also matches the way the PS exected things to be.

 I did see a crash while mixing privite invitations and making an activity
 public.. I'll try to find out how to reproduce that and file a new bug for
 that.
