 There seems to be something about the embedding of the icon within the
 entry that is restricting the size of the icon.  The system-search icon
 has no padding, but ideally both icons would render correctly ''with''
 padding at ICON_SIZE_SMALL_TOOLBAR, and appear at exactly the same size as
 the icons within the option menus in palettes.
