Comment:

 When adding an activity .xo via the journal sugar appears to ignore
 "show_launcher = no" in activity/activity.info

 I tested:
 1) add activity via journal - icon added to taskbar
 2) unzip .xo and add to /usr/share/activities - no icon on taskbar
 3) unzip .xo and add to /home/olpc/Activities - no icon on taskbar
