Comment:

 It is not going into update1 unless jg/kim approves it.

 In my opinion, it is unnecessary risk at this point since Ethiopian
 support is not on our ship.2 release criteria.  I wouldn't object to
 including it, but I don't have a strong reason to advocate for it.  Jim?
