 /usr/share/activities/*/bundle_index.html appears to change in every build
 version, which costs us extra bandwidth to synchronize these files on
 every incremental network upgrade.  Why are they changing?  From cursory
 examination, they are not including the current date/time or other such
 foolishness.  My best guess is that they are not sorting entries before
 emitting them, so that every build has a slightly differently-ordered
 bundle_index.html.
