 Yes, it's a hack: the goal is to avoid forking packages to move files if
 we can just bind-mount them instead.  It doesn't always work, but when it
 works it helps reduce the divergence between what we ship and stock
 Fedora.  The long-term goal should certainly be to move modified files,
 but some files in /etc are there due to long habit and would be disruptive
 to move.

 In our system, the state save directory is in /security/state, and it does
 work.
