 I propose to have persistent activity directories (i.e.,
 $SUGAR_ACTIVITY_ROOT/data) which currently reside in
 /activities/gid_to_data_dir/<gid> to instead reside at /home/<bundle_id>.
 Also, $HOME should be set to /home/<bundle_id> when launching an activity.

 This would solve #5013 and #5033 at one fell swoop.
