Comment:

 We decided the keyboard configuration does not belong to user home
 directories because it's way to easy to shoot yourself in the foot by not
 being able to recover.

 So the keyboard layout will move to /etc/sysconfig/keyboard, and
 /home/.kbd will allow overriding this, but we will not create this file on
 new installations or updates.

 I'm working on implementing this change along with support for the new mfg
 tags.
