 Arabic is not going to happen on the console, unless you can tolerate
 left-to-right without shaping and substitution. The console can do UTF-8
 with your choice of up to 512 characters. The console does not do
 compositing, glyph substitution, double-width, shaping, or reordering. You
 must use Unicode normalization form C or KC.

 Boot should happen in the "C" locale anyway, for performance reasons.
