 Under joyride 289, I can now reproduce this behavior trivially.  On a B4:

 0. touch /etc/ohm/inhibit-suspend, and reboot
 1. Remove AC power (battery only)
 2. Bring the brightness to zero (backlight off) using the brightness keys
 3. Wait for about 30 seconds of inactivity.

 The backlight will turn on, to a low setting, but the screen will show
 only grayscale.  User activity does not bring color back.  However, the
 screen will change to color if the brightness keys are touched.
