 Duplicate xs-dev, but 'correctly'.

 repos should come from mock.laptop.org, but they can start locally.

 Keep in mind that eventually:
  a) the collection and composition steps will be separate.  Rather than
 tagging the repo when a build is done, the build will take as parameters
 (and later record) the repo and pilgrim commit objects.
  b) download.laptop.org will host the final build images.  In the short
 term we might just make an apache proxy pointing at pilgrim.laptop.org,
 but long-term we want to detect successful builds (ie whether a 'data'
 directory is still sitting in the build), and rsync (?) the completed
 build up to download.laptop.org. (We thus don't need a lot of space on
 pilgrim.laptop.org.)

 Trac bug #1813 outlines a proposed directory structure on
 download.laptop.org.
