Comment(by mstone):

 The first half of this is definitely done: the DS is making files
 available to activities correctly.  The second half - the access checks in
 the DataStore - are blocked out but are not yet active. Turning on these
 access checks should be our highest-priority activity-isolation feature as
 soon as we begin a new development cycle.
