 The Icon class in sugar does not support any insensitive state. I'll
 attach a patch that goes all the way to use the engine to make icons
 insensitive. This probably is not perfect but it is a lot better then
 nothing.

 I would like to get this, together with the patch from ticket #3807, into
 Update.1 to get much nicer scroll buttons in the tray.
