Comment:

 The localization and keyboard layout files have changed a lot recently.
 Bernie knows the most about that. However, he deals mostly with the low
 level stuff and not much with sugar. If he's not able to help you, try
 asking the developers of Write, as their activity takes into account the
 keyboard layout.
