 The power policy daemon (I assume ohm) should be broadcasting signals over
 D-Bus about the state of the machine.  NM can then listen for those
 signals and try to do intelligent things with them.  However, what's
 supposed to happen when the lid is closed?  Is the machine put to sleep
 when the lid is closed?  If it is put to sleep, then NM should do the
 rescan when it wakes up.  Remember that scanning takes a bit of time (~ 20
 seconds max because the libertas chip needs to do the scan in 3 stages to
 avoid overflowing the scan result buffer in the firmware).

 If the laptop is not put to sleep when the lid is closed, then NM should
 be modified to inspect the signals from the power manager and advance the
 scan interval when the lid is opened.
