 The attached patch touches quite a few files internal to fontconfig (viz,
 src/fccache.c, src/fccfg.c, src/fcdir.c, src/fcint.h). The format of the
 cache is changed to include the mtime of the directory - the rest of the
 changes are mostly to accomodate that.

 It seems to fix the issue that I had run into (though I'll reverify once
 again with a clean setup). I'll look into the original bug as well
 tomorrow.
