 Under rainbow, etoys can not access the user's private key (#4498). This
 causes a long delay while generating a key on first startup. If we disable
 signing etoys projects we can avoid the key generation delay. Signed
 projects are used to distinguish between the user's and foreign projects -
 when loading a foreign one, the sandbox will be switched on before
 executing it. We don't have to sign projects because we can avoid the
 sandboxing altogether (#4787).
