Comment:

 Attached patch fixes the issue. Salut was actually not setting flags
 correctly when fragmenting messages. The patch fixes this and adds tests
 for it in the testsuite. Also it now marks senders who  don't have the
 right amount of data in their messages as failed, which practically means
 that it will cope with (older) nodes not doing the fragmenting correctly
 by marking them as failed.

 This also fixes #4666  and possibly other activities not collaborating
 correctly with salut
