 Looks like we don't need to fork pam, we can just install a
 /etc/security/console.perms.d/51-rainbow.perms, and override sound/video
 permissions there. I tested and it works.

 Rainbow sounds like a decent place to put this to me, since 666 it
 required by containerization. Michael, what do you think? Would you take a
 patch?
