Comment:

 The attached patch will use the HOME/.i18n for the language settings. If
 the file is missing the control panel will create it with the standard
 settings for the LANG and the XKB_LAYOUT (US). The bug fix could be
 verified by deleting the HOME/.i18n and then running

 sugar-control-panel -g language

 for example which will create the file with standard settings.
