Comment:

 This doesn't appear to block suspend-on-idle, as long as the system has
 sufficiently rare scheduled events.  If the CPU has no events scheduled
 for the next 5 seconds, it can go to sleep with a wakeup set for 4 seconds
 later than the current RTC.  That wakeup will come somewhere between 3 and
 4 seconds in the future, at which point the CPU will resume, and the
 kernel will have a few hundred milliseconds before it needs to trigger the
 event.
