 To be clear about this: passing {'private': False} in the properties
 argument has never worked like this. For a transitional period, we briefly
 had activities default to being public (a fundamentally broken idea, but
 useful as a transitional stage), which may be what's confusing you.

 The official D-Bus API is currently to call SetProperties({'private':
 False}) on the activity, *after* sharing.

 This bug is a request for a backwards-compatible API change, to make the
 properties argument do the obvious thing rather than being ignored.
