 Note that we never documented 'private' in the properties dict to have any
 effect... however, making the dict have the same effect as a subsequent
 SetProperties() call seems an obvious mapping, so we should do that if it
 doesn't conflict with whatever it used to be used for.

 (I'm fairly sure the properties dict has been unused and ignored since I
 first worked on PS.)
