Comment:

 We disabled automatic mesh gateway behavior in the build; so this is
 expected behavior.  I believe the release notes document how to turn on
 mesh gateway behavior.

 Putting this back in requires 2 things: time for testing, and a smaller
 dhcpd server (the pig we have now, the ISC one, likes to consume 40
 megabytes.
