 The latest libertas driver/firmware combination allows us to turn off mesh
 beacons, and this should greatly decrease the power draw of the device.
 Shall we do it, then?  Disable completely, or just decrease the frequency?

 The rough strategy for this bug is:

  * Michailis tells us what's possible
  * Someone performs power measurements to check whether the savings are
 worthwhile (tinderbox can do this automatically)
  * Reassign to kernel to implement the driver configuration change
  * Testing.
