#4613: Reboot doesn't work in second terminal

The first terminal was down. Nothing that I typed into the command line
showed up, and ctrl c didn't do anything. I went to the home view, and hit
reboot. The reboot messages showed up in the second terminal instead of
the first, and the laptop did not shut down. Neither terminal works now,
and trying to go to the home view brings up a terminal with the messages:

 INIT: Switching to runlevel: 6
INIT: Sending processes the TERM signal

Basically, something stuck, and the signal isn't being processed or
 something like that.

It seems that this depends heavily upon how the terminal is lost. If I'm
able to figure out a way to reproduce this consistently, I will add that
 information.

The easy work around, hold the power button.
