 A follow-on from #4503.

 We can consider making the 'joined' and 'shared' signals imply that more
 setup has been done, for instance:

 * listing tubes and hooking up to the new_tube signal

 * listing the activity's participants and hooking up to change signals

 This needs changes in sugar.presence
