 The ticket suggests there is more work to be done.  What is needed to make
 this happen?

 Getting rid of tubes boilerplate has been a major need for a long time,
 and apparently bottlenecked only on someone getting around to it?  As
 pointed out, there's a great advantage to having this done sooner rather
 than later.  What needs to be done to nudge this along?  Does it have a
 trac ticket?
