Comment(by bert):

 Etoys will fall back to generating its own key if it cannot access
 owner.key. This will incur a significant delay on first-time startup, but
 subsequent startups should be fine (provided the generated key in
 SUGAR_ACTIVITY_ROOT is preserved).
