 Everything, including any XUL UI, except the physical size of system fonts
 (e.g. font:message-box).

 I think that sentence is a bit misleading. layout.css.dpi is there to be
 set once to the appropriate value, which will of course "zoom" all
 rendered web content in a way. However, to zoom in and out dynamically,
 you should use fullZoom on top of that.
