 If it ever becomes interesting to control the individual PCI device states
 (say, through some sort of dynamic power management support), then the PCI
 spoofing code will need to handle writes to the PM register (0x44) and
 turn off the appropriate clocks.

 Right now (B4 timeframe), its not interesting because we only ever write
 the register when we are preparing to suspend.
