Comment:

 Ok, Wad probed GPIOs 3, 4, and 7 on Pre-B3s; they had a nice clean signal
 on power up.  The opinion is thusly that we simply needed to be
 initializing these all along; the fact that it worked on earlier
 CPUs/boards was pure luck.  Something on a newer stepping of the LX CPU
 (done on second revision of pre-b3 and on b3-final) caused a change, but
 that itself is not incorrect behavior.

 OFW resetting those GPIOs is therefore the correct solution, and this is
 fixed in q2c14.
