 Different concept - the DCON is always driving the panel be it in CPU mode
 or DCON mode with the GPU off. This bug is a reminder for us to run the
 DCON with the slower dotclock when it is active - since obviously we don't
 care about how quickly the screen updates.  Still needs to be done.
