 As a start, let's get a current version of espeak added to the build.

 I don't know what, if any, progress there may be for a "standard" tts
 interface for freedesktop and/or gnome that may be on top: this is worth a
 bit of investigation.  The gnome-speak library hasn't seen an update for a
 couple years.  We can ask on our accessibility list if there is consensus
 for a library interface.
