 The chip certainly seems to be wired up so that CCIC register 0xb4 will
 control the Cam_RESET and Cam_PWRDN signals.

 However, the LED is unaffected by those signals.

 Those signals are digital control signals that go to the camera to tell it
 to go into a low-power state, even when VDD is available.

 The LED is connected directly to the VDD line, so to make it go off, you
 must actually turn off VDD by disabling the voltage regulator that
 supplies it.  That is what register 0x3038 does.
