Comment (by Eben):

I've been referring to the buttons as:

Up, Down, Left, Right (obvious) and North, South, East, West (less
 obvious)

I wanted to refer to all of the buttons in a way that was independent of
their actual graphic and also indicates their physical relationship.
Obviously the former set is already semantically mapped. I'm not sure
about the latter set. I would also like a little clarification on the
problem and the approach you're suggesting. It seems that sending the
actual key codes for the arrow keys makes sense; Perhaps there are some
defaults we'd prefer to use for the action buttons as well. Shouldn't the
activity itself be able to interpret the key codes differently on their
own depending on whether or not they detect handheld mode, regardless of
what the codes are, as long as we publish them and keep them consistent?

Oh, and as a note, the current design doesn't include a method for
switching activities while in Handheld mode if that has any implications
 on the implementation here.
