 See also #1419: it should be possible to slow down the screen refresh rate
 without slowing down the dot clock, merely by stretching the vertical
 retrace interval like a CRT.  This would allow the refresh rate to be
 dialed down most of the time, yet have it be dialed back up to 50Hz
 instantly whenever someone writes to the screen.  If the panel requires a
 minimum refresh rate, this would require DCON changes.
