Comment:

 Reducing the level and re-assigning to Richard Smith to do power
 measurements.  His mission - determine what power savings there might be
 when the panel is turned off vs when the panel is turned on.

 Right now, the thinking is that we will leave the panel power bit on all
 the time, even when the DCON has
 control.  This saves us the 64 ms delay before the panel data comes back.

 If Richard's measurements show that the power savings is substancial
 enough, then we'll have to re-address that.
