#1395: System shutdown UI should not be the power/reset button.

Right now, we have the power button hooked up to do a clean Linux
shutdown. This is bad on two grounds:
   1) hitting it accidentally has potentially catastrophic consequences to
 the user's work.
   2) it is near the game buttons, and reports from the field are this is
happening pretty frequently. While I hope we can slightly recess the
button, this may or may not be possible at this date.

So the proposal is to make momentary pressing of the power/reset button
suspend rather than shutdown the system. Eben and I both like this idea.
And hitting it by accident isn't a big deal; pressing any key wakes you up
 again.

So when we deploy power management, the UI should change to put shutdown
someplace other than the power button; ergo pushing it to Eben for UI
thought; this frees a momentary push to become suspend.
When designed, Eben can reassign this to Sugar for implementation.

I rate this high, as integrating even basic suspend/resume is very high
 pay off low hanging fruit.
