Why is public domain not useful? I have full right to release my own work
into the public domain, and you thus have full right to relicense it. The
work is NOT dejavu derived or Vera derived under the copyright law -- see
a lawyer if you need an explanation of how copyright law relates to the
output of font PROGRAMS. (that is, dejavu is considered a program, and the
output is no more derived from it than the output of gcc is derived from
gcc -- and yes I know this may seem weird)

Note that things would be very different if I were supplying a vector
 font.

In the USA, which is the applicable jurisdiction, "public domain" means
that there is no copyright. Unlike most (all?) Europeans, I can do this.

But in any case, if you wish to misinterpret the law by ignoring court
 decisions involving fonts,
 http://dejavu.sourceforge.net/wiki/index.php/License should do the job.
Please compare that with the Microsoft web font license, which must
explicitly prohibit the creation of bitmap fonts.

Get legal advice if you need to have those court decisions explained to
 you.
