 When in the library, forward and back browser buttons don't work for the
 initial activity load.

 1) start a new Web activity
 2) let the Library load
 3) Click "math & science" on the left
 4) click "biology"
 5) click "tundra"
 6) note that the back button is disabled
 7) go to google.com
 8) note that back button is now enabled
 9) hit back
 10) note that the back button is now correctly enabled or the library and
 works as expected
