Comment (by lmanul):

My first impression after starting my new dev machine was indeed that
scroll bars were really tiny and very hard to grab. Keyboard navigation is
nice, but not as convenient as just grabbing the scroll bar and moving
where one wants. After reading the various solutions suggested here, I
still think that simply increasing the scroll bar's width is the simplest
solution and doesn't need to interfere with timer problems. The screen is
1200 pixels wide IIRC, I think 6 additional pixels (12 to 18) would really
be a good compromise, making the scroll bar much easier to grab, and not
taking too much screen real estate.

Moreover, even if we consider the scroll bar as a mere visual feedback for
"where am I in the page", a larger scrollbar gives much better contrast
 and feedback.
