Comment (by Nat):

 I tried the fix suggested by JG but used * to wildcard the groups and I
 didn't notice any difference in the nice level when using top.
 Furthermore, we renice the process ourselves when running as root and I
 can't seem to see any difference in top either. JG also mentioned that it
 doesn't appear we're going through a PAM path to invoke that security
 options file.
