 My guess is that the particular USB hard disk (whose make and model is not
 specified) takes several seconds to become ready after power is applied to
 it.

 If this is correct, the only solution would be to slow down the USB device
 detection after power-up.  I'm not sure that this is a good thing to do
 for the sake of this random device.
